Restricted competition is organised in accordance with Public procurement law of the Republic of Latvia.
Restricted competition is carried out using E-Tenders system which is subsystem of the Electronic Procurement System (https://www.eis.gov.lv/EKEIS/Supplier).

Subject matter of the restricted competition
The subject-matter of the restricted competition is to provide EIA for Rail Baltica railway line adjustments in Latvia according to requirements stipulated in Annex No 5 (Description of subject matter) of Candidate selection regulation.

Submission of Applications
Applications shall be submitted electronically using the tools provided by the E-Tenders system available at https://www.eis.gov.lv/EKEIS/Supplier/Procurement/37766 by 19 June 2020 till 11:00 o’clock (Time Zone EEST (Eastern European Summer Time), Riga (Latvia))).
Only Applications submitted to the E-Tenders system will be accepted and evaluated for participation in the procurement procedure. Any Applications submitted outside the E-Tenders system will be declared as submitted in a non-compliant manner and will not participate in the procurement procedure.
Opening of Applications
The Applications will be opened in the E-Tenders system on 19 June 2020 at 11:00 o’clock (Time Zone EEST (Eastern European Summer Time), Riga (Latvia))) during the open meeting. It is possible to follow the opening of submitted applications online in the E-Tenders system.
