RB Rail announces market consultation for Rail Baltica Energy Subsystem Design Expertise in Latvia and Lithuania

The planned procurement (open competition) will support the next phase of technical development and the start of Detailed Design activities by providing independent technical review and validation of electrification system solutions.

“The launch of this market consultation is an important step in preparing for the next phase of the Rail Baltica energy subsystem development. Through the upcoming design expertise procurement, we aim to ensure high-quality, compliant and technically sound solutions that will support the start of Detailed Design. Independent technical review and close cooperation with industry experts will help us strengthen the reliability and efficiency of the electrification system across Latvia and Lithuania, while ensuring a transparent and competitive procurement process,” said Uģis Sabulis, ENE Program manager, RB Rail AS.

“Market consultation is a good opportunity for local companies, experienced in a provision of design expertise services, to not only familiarize themselves with the business opportunities within Rail Baltica project, but also to clarify or propose the amendments to the procurement regulations better satisfying their needs while keeping the open and transparent procurement process,” said Antanas Šnirpūnas, ENE Technical Lead, RB Rail AS.

Through the market consultation, RB Rail AS invites interested suppliers and industry experts to review draft procurement documentation and submit feedback, i.e., suggestions for improvement regarding qualification requirements and technical specification. The input received will be used to refine the requirements and ensure a competitive and transparent procurement process ahead of the official open competition.

The consultation is open until 27 February 2026 at 12:00 (Riga time). Additional information is available on the EPS platform.

The Rail Baltica energy subsystem includes traction substations and overhead contact line infrastructure to ensure a safe, stable and efficient power supply for railway operations. As electrification works progress across the three Baltic states, ensuring high-quality and compliant technical solutions remains a key priority.

The consultation follows the signing of the EUR 1.77 billion electrification design and construction contract in 2025, marking a major milestone in the implementation of the Rail Baltica energy subsystem across Estonia, Latvia and Lithuania.
