3.<\/strong><\/td>\nLegal basis for the consultation:<\/strong><\/td>\nThe consultation is organised in accordance with the regulation of Section 18(2) of the Public Procurement Law, which provides rights for the contracting authority to organise a consultation with suppliers (market research) in order to prepare for the anticipated procurement procedure and inform potential suppliers about the procurement plan and requirements.<\/td>\n<\/tr>\n
4.<\/strong><\/td>\nSubject-matter of the procurement:<\/strong><\/td>\nThe\u00a0Contracting Authority seeks for the support from\u00a0service providers to receive independent professional expert opinion\/advice\u00a0and support\u00a0in relation with its current and\/or future activities,\u00a0including,\u00a0inter alia<\/em>,\u00a0the preparation of\u00a0procurement related\u00a0documentation,\u00a0commercial documentation, pricing approaches, procurement and related commercial strategy formulation, supply chain management support,\u00a0commercial\u00a0support, procurement and related commercial best practice\u00a0analysis\u00a0and improvement\u00a0etc, as well as support in\u00a0planning,\u00a0managing,\u00a0implementing and monitoring\u00a0procurement procedures for\u00a0the Global\u00a0Project at\u00a0any or all\u00a0stages of its\u00a0procurement\u00a0implementation, as well as peak time additional resource deployment support that may be required. <\/p>\n

Currently it is envisaged that he subject-matter of the procurement will be divided into 7 (seven) Lots:<\/p>\n

Lot No 1 \u2013 Procurement support services in Estonia.<\/p>\n

Lot No 2 \u2013 Procurement support services in Latvia.<\/p>\n

Lot No 3 \u2013 Procurement support services in Lithuania.<\/p>\n

Lot No 4 \u2013 International procurement support services.<\/p>\n

Lot No 5 \u2013 Contract implementation support services.<\/p>\n

Lot No 6 \u2013 Supply chain management & consultancy services.<\/p>\n

Lot No 7 \u2013 Financial support services in Estonia, Latvia, Lithuania.<\/p>\n<\/td>\n<\/tr>\n

5.<\/strong><\/td>\nPurpose of the consultation:<\/strong><\/td>\nTo inform interested suppliers about the planned procurement exercise and the content of the subject-matter, as well as to obtain feedback from the interested suppliers regarding the main requirements.<\/td>\n<\/tr>\n
6.<\/strong><\/td>\nTime and place of the consultation:<\/strong><\/td>\nOn 11th January 2022 at 15:00 online (Riga time), using the\u00a0Microsoft Teams\u00a0app\u00a0(planned duration of the consultation ~ 2 hours).<\/strong> <\/p>\n

In case of changes, representatives of interested suppliers will be informed and the respective information posted on the Contracting Authority\u2019s website:\u00a0 <\/em>https:\/\/www.railbaltica.org\/tenders<\/a> \u00a0where this invitation is published.<\/em><\/p>\n<\/td>\n<\/tr>\n

7.<\/strong><\/td>\nProcedure of application of interested suppliers for participation in the consultation:<\/strong><\/td>\n\n
    \n
  1. The market is invited to participate in the consulation meeting and provide feedback on the draft scope of works documentation, which will be published on website:\u00a0 <\/em>https:\/\/www.railbaltica.org\/for-partners\/tenders\/<\/a> \u00a0<\/em>where this invitation is published, by the 4th of January 2022.<\/li>\n
  2. The market is invited to submit questions (if any) prior to the meeting and not later than by 7th January 2022, 10:00 (Riga time)<\/strong> by sending them to the specified e-mail of the Contracting Authority\u2019s contact person. Please use the form for questions (form also contains questions provided by the Contracting Authority) available here:<\/span> (<\/a target=\"_blank\"><\/a>QUESTIONNAIRE). <\/a target=\"_blank\"><\/a>After the consultation meeting and not later than by the 13th January 2022<\/strong> 10:00 (Riga time)<\/strong>, the interested suppliers are invited to provide feedback (if any) on the draft scope of works documentation by sending it to the specified e-mail of the Contracting Authority\u2019s contact person.<\/li>\n
  3. To participate in the consultation, the interested supplier shall apply by the 11th January 2022, 12:00 (Riga time)<\/strong>\u00a0by sending its application to the specified e-mail of the Contracting Authority\u2019s contact person. Questions submitted will be discussed during the common meeting with all interested suppliers by not disclosing the name of the interested supplier who submitted questions.<\/li>\n
  4. To apply for participation in the consultation, the interested supplier shall specify its name, registration number, name and surname of its representative, representative\u2019s e-mail and representative\u2019s phone number.<\/li>\n
  5. The invitation (link) to consultation will be sent to the representative of the interested supplier to the e-mail specified by him\/her no later than by 11th January 2022 12:00 (Riga time).<\/strong><\/li>\n<\/ol>\n<\/td>\n<\/tr>\n
8.<\/strong><\/td>\nMatters to be discussed during consultation:<\/strong><\/td>\nConsultation\u2019s agenda:<\/strong> <\/p>\n

  1. Introduction to the Rail Baltica Global project;<\/strong><\/li>\n
  2. Information on the procurement of \u201cProcurement & Commercial Services Framework\u00a0for the Rail Baltica Global Project\u201d of general description and scope of works and planned framework agreement process.<\/strong>Q&A session.<\/strong><\/li>\n<\/ol>\n

    During the consultation, the Contracting Authority will present information in English.<\/p>\n

    The interested suppliers, who will participate in the consultation, shall take into account that the consultation will be documented (incl. it will be recorded) and general summary published. The information provided during the consultation will be disclosed to third persons in order for the Contracting Authority to ensure transparency of the process, observation of the principle of equal treatment and not to restrict the competition.<\/p>\n

    During the consultation interested suppliers shall consider whether the information provided by them is considered as commercial secret or confidential and restrain from disclosing such information. It is the sole responsibility of the interested suppliers not to disclose any commercial secret or confidential information.<\/p>\n<\/td>\n<\/tr>\n

9.<\/strong><\/td>\nDocumenting of the consultation and publication of the documentation:<\/strong><\/td>\n\n

  1. The participants of the discussion will be registered for the needs of organising the consultation.<\/li>\n
  2. The consultation will be documented for the preparation of a summary of the consultation (a recording in\u00a0Microsoft Teams<\/em>\u00a0will be retained, but not published).<\/li>\n
  3. 10.<\/strong><\/td>\nAdditional information:<\/strong><\/td>\nThe Contracting Authority and its representatives during the consultations will provide only general information about the subject-matter of the planned procurement procedure, which may change later during the development of the documentation for the specific requirements. This information does not entail any legal consequences (rights and duties) for the Contracting Authority and interested suppliers. <\/p>\n
