The Contracting authority is joint stock company \u201eRB Rail AS\u201d, legal address: Kri\u0161j\u0101\u0146a Valdem\u0101ra iela 8-7, R\u012bga LV-1010, Latvia, announces competitive procedure with negotiations \u201cSoftware supply, implementation and maintenance\u201d.<\/p>\n

The identification number of this restricted competition is\u00a0RBR 2018\/26<\/strong>.<\/p>\n

The applicable CPV codes are: 48000000-8<\/a>\u00a0(Software package and information systems),\u00a072253000-3\u00a0(Helpdesk and support services),\u00a080500000-9<\/a>\u00a0(Training services).
Competitive procedure with negotiations and subject matter is co-financed by Connecting Europe Facility (CEF).
Competitive procedure with negotiations is organised in accordance with Public procurement law of Latvia.<\/p>\n

This competition with negotiation is carried out using E-Tenders system which is subsystem of the Electronic Procurement System (\u00a0https:\/\/www.eis.gov.lv\/EKEIS\/Supplier<\/a>).<\/p>\n

To apply as a Candidate for this procurement Interested supplier has to register in E-Tenders system by submitting Tenderer\u2019s Electronic Procurement System registration documents (if the candidate is not registered in Electronic Procurement System) in State Regional Development Agency (please see information here:\u00a0https:\/\/www.railbaltica.org\/for-partners\/e-procurement-system\/<\/a>).<\/p>\n

Subject Matter of Competitive procedure with negotiation<\/strong><\/p>\n

The subject-matter of the competitive procedure with negotiation is software supply, implementation and maintenance for Rail Baltica BIM system. A general description of the subject-matter of the procurement procedure is included in the Annex No.2 of these Regulations.<\/p>\n

Availability of the Documents of the Competitive procedure with negotiation <\/strong><\/p>\n

The candidate selection regulation and all its annexes of competitive procedure with negotiation are available at the E-Tenders system in profile of publication in webpage\u00a0https:\/\/www.eis.gov.lv\/EKEIS\/Supplier\/Procurement\/15069\u00a0<\/a>and at \u00a0the Contracting authority\u2019s Internet webpage\u00a0https:\/\/www.railbaltica.org\/for-partners\/tenders\/<\/a>\u00a0(see section documents of the competitive procedure with negotiation below). Regulation of the competitive procedure with negotiation is available free of charge.\u00a0<\/p>\n

Submission of Applications<\/strong><\/p>\n

Applications shall be submitted electronically using the tools offered by the E-Tenders system available at\u00a0https:\/\/www.eis.gov.lv\/EKEIS\/Supplier\/Procurement\/15069<\/a> \u00a0by 21 January 2019 till 15:00 o\u2019clock (Riga time)<\/span>.<\/p>\n

Only Applications submitted to the E-Tenders system will be accepted and evaluated for participation in the procurement procedure. Any Applications submitted outside the E-Tenders system will be declared as submitted in a non-compliant manner and will not participate in the procurement procedure.<\/p>\n

Opening of Applications<\/strong><\/p>\n

The Applications will be opened in the E-Tenders system 21 January 2019 at 15:00 o\u2019clock (Riga time)<\/span> during the open meeting. It is possible to follow the opening of submitted applications online in the E-Tenders system.<\/p>\n
