The Contracting authority is joint stock company \u201eRB Rail AS\u201d, legal address: Kri\u0161j\u0101\u0146a Valdem\u0101ra iela 8-7, R\u012bga LV-1010, Latvia, announces restricted competition \u201cDesign and design supervision services for the construction of the mainline section through Riga\u201d.<\/p>\n

The identification number of this restricted competition is\u00a0RBR 2017\/28<\/strong>.<\/p>\n

The applicable CPV code is:\u00a071000000-8 (Architectural, construction, engineering and inspection services).
Restricted competition and subject matter is co-financed by Connecting Europe Facility (CEF).
Restricted competition is organised in accordance with Public procurement law of Latvia.<\/p>\n

This restricted competition is carried out using E-Tenders system which is subsystem of the Electronic Procurement System (\u00a0https:\/\/www.eis.gov.lv\/EKEIS\/Supplier<\/a>).<\/p>\n

To apply as a Tenderer for this procurement Interested supplier has to register in E-Tenders system by submitting Tenderer\u2019s Electronic Procurement System registration documents (if the tenderer is not registered in Electronic Procurement System) in State Regional Development Agency (please see information here:\u00a0https:\/\/www.railbaltica.org\/for-partners\/e-procurement-system\/<\/a>).<\/p>\n

Subject Matter of Restricted Competition<\/strong><\/p>\n

The subject-matter of the restricted competition is design and design supervision services for the construction of the mainline section through Riga. A general description of the subject-matter of the Competition is included in the Annex No.2 of these Regulations.<\/p>\n

The restricted competition regulation and all its annexes are available at the E-Tenders system in profile of publication in webpage\u00a0https:\/\/www.eis.gov.lv\/EKEIS\/Supplier\/Procurement\/9947<\/a>\u00a0and at \u00a0the Contracting authority\u2019s Internet webpage\u00a0https:\/\/www.railbaltica.org\/for-partners\/tenders\/<\/a>\u00a0(see section restricted competition documents below). Regulation of restricted competition is available free of charge.\u00a0<\/p>\n

Submission of Applications<\/strong><\/p>\n

Applications shall be submitted electronically using the tools offered by the E-Tenders system available at\u00a0https:\/\/www.eis.gov.lv\/EKEIS\/Supplier\/Procurement\/9947<\/a>\u00a0 by 28 February 2018 till 14:00 o\u2019clock.<\/p>\n

Only Applications submitted to the E-Tenders system will be accepted and evaluated for participation in the procurement procedure. Any Applications submitted outside the E-Tenders system will be declared as submitted in a non-compliant manner and will not participate in the procurement procedure.<\/p>\n

Opening of Applications<\/strong><\/p>\n

The Applications will be opened in the E-Tenders system 28 February 2018 at 14:00 o\u2019clock \u00a0during the open meeting. It is possible to follow the opening of submitted applications online in the E-Tenders system.<\/p>\n
