[&#038;_a]:!text-dark\"\n        >\n                            <p>2018. aasta oktoobris v\u00f5ttis Euroopa Komisjon vastu Rail Baltica rakendamisotsuse TEN-T P\u00f5hjamere-L\u00e4\u00e4nemere koridoris, mis kinnitas Euroopa Komisjoni ja k\u00f5igi Euroopa Liidu riikide p\u00fchendumust projekti \u00f5igeaegsele teostamisele. Lisaks s\u00fcvenes koost\u00f6\u00f6 Soome ja Poola vahel. Balti riikide transpordiministeeriumid tegid Soomele ettepaneku liituda Rail Baltica \u00fchisettev\u00f5ttega RB Rail AS kui aktsion\u00e4r. Samal ajal andis Poola teada, et plaanib suurendada liikumiskiirust raudteetaristul, mis kulgeb Leedu-Poola piirist Elk linnani, et v\u00f5imaldada kohaliku raudtee \u00fchilduvust Rail Baltica projekti tehniliste parameetritega. \u00dchtlasi kaasati Rail Baltica rahvusvaheline projekt Euroopa Liidu s\u00f5jalise liikuvuse poliitikasse. <\/p>\n<p>2018. aastal viidi l\u00e4bi mitmeid olulisi uuringuid nagu n\u00e4iteks Rail Baltica taristu haldamise uuring ja Rail Baltica \u00e4riplaan. Samuti koostati Rail Baltica toimimiskava. Toimimiskava teeb ettepanekud k\u00f5ige t\u00f5husamateks lahendusteks infrastruktuuri planeerimisel nii rahvusvahelisel reisijateveol kui ka kaubaveoteenuste pakkumisel. Sealjuures on eesm\u00e4rk koostada j\u00e4tkusuutlik pikaajaline toimimisplaan kuni aastani 2056. Lisaks toob toimimiskava v\u00e4lja esmase n\u00f5udluse reisijateveoks igas Balti riigis, andes ministeeriumidele olulist teavet regionaalseteks arengukavade koostamiseks. Taristu haldamise uuring, mida viib l\u00e4bi rahvusvaheline konsultatsiooni ettev\u00f5te Atkins, annab faktip\u00f5hise hinnangu Rail Baltica haldamisega kaasnevatele kulutustele ning aitab koostada k\u00f5ige kulut\u00f5husama toimimismudeli. <\/p>\n<p><strong>Tehnilised verstapostid<\/strong><\/p>\n<p>2018. aastal kinnitati Rail Baltica projekteerimisjuhised, s\u00e4testades \u00fchised tehnilised parameetrid. Sellega tagatakse raudteetaristu koostalitlusv\u00f5ime Baltikumis ning \u00fchilduvus Euroopa raudteev\u00f5rgustikuga. Lisaks kuulutati v\u00e4lja 7 detailse tehnilise projekteerimise hanget Rail Baltica p\u00f5hiliinile, mis katavad 57% kogu Balti riikide raudteeliinist. <\/p>\n<p>Eestis on k\u00e4ivitatud detailse tehnilise projekteerimise hanked tervele liinile L\u00e4ti-Eesti piirist kuni Tallinnani. L\u00e4tis on v\u00e4lja kuulutatud kaks hanget neljast, kattes Riia \u00fcmbruses ligi 120km suurune ala. Leedus on samuti v\u00e4lja kuulutatud kaks hanget neljast, mis katab 120km pikkuse l\u00f5igu Kaunasest kuni Leedu-L\u00e4ti piirini. Meil on hea meel, et kogenud ettev\u00f5tted Euroopast ja Baltikumist on avaldanud suurt huvi projekteerimishangetes osalemiseks \u2013 kokku laekus 53 hankepakkumist.\u00a0 <\/p>\n<p>2018. aastal loodi kuus Rail Baltica tugir\u00fchma, mis tegelevad tehniliste, toimimisalaste, \u00e4riliste, finants- ja kommunikatsiooni k\u00fcsimustega. See protsess v\u00f5imaldab projekti osapoolte vahel jagada teadmisi ja suurendada koost\u00f6\u00f6d. <\/p>\n<p><strong>Oluline edasiminek rahastuses<\/strong><\/p>\n<p>Rail Baltica projekt kindlustas endale kolmanda Euroopa \u00dchendamise Rahastu (CEF) toetuse. Selle tulemusena suurenes projekti 2023. aastani kasutatav rahastus 824 miljoni euroni, millest 85% tuleb Euroopa Liidust ning 15% rahastatakse riikide endi poolt.<\/p>\n<p>RB Rail AS kuulutas 2018. aastal v\u00e4lja 31 hanget koguv\u00e4\u00e4rtuses \u00fcle 43 miljoni euro. 2018. aastal s\u00f5lmiti 26 lepingut koguv\u00e4\u00e4rtuses 1,83 miljonit eurot. Sellest summast 53% l\u00e4ks erinevatele Balti riikide ettev\u00f5tetele.<\/p>\n<p>RB Rail ASi hankeprotsess viidi ellu efektiivselt \u2013 31 alustatud hankest vaid \u00fcks hange vaidlustati (umbkaudu 285 800\u20ac), \u00fcks hange t\u00fchistati (umbkaudu 42 000\u20ac) ning \u00fchele tehti uus hange (umbkaudu 150 000\u20ac). \u00dchisettev\u00f5tte oluline eesm\u00e4rk on suurendada hankeprotsesside l\u00e4bipaistvust ja muuta neid veelgi t\u00f5husamaks. <\/p>\n<p><strong>Plaanid aastaks 2019<\/strong><\/p>\n<p>K\u00e4esoleval aastal on \u00fchisettev\u00f5tte ja projekti elluviivate asutuste p\u00f5hir\u00f5hk \u00fcksikasjaliku tehnilise projekteerimist\u00f6\u00f6 \u00f5igeaegsel alustamisel. Tegemist on olulise eeltingimusega projekti edasiseks arenguks ja v\u00f5imaldab taotleda j\u00e4rgmise etapi rahastamist, et alustada ehitust\u00f6id raudtee p\u00f5hiliinil 2021. aastal.<\/p>\n<p>2019. aastal viiakse l\u00e4bi olulised uuringud, mille alusel langetatakse otsus energiavarustuse hankimise; taristut hooldavate asutuste; juhtimis- ja signaals\u00fcsteemide; ning turvalisuse tagamise osas. Lisaks uuritakse, kuidas tekitada parim \u00fchilduvus Euroopa standard (1435mm) ja 1520mm r\u00f6\u00f6pmelaiusega raudteev\u00f5rgustike vahel. Sel viisil luuakse lisav\u00f5imalusi, et avada Rail Baltica t\u00e4ispotentsiaal kaubaveos. 2019. aastal v\u00f5etakse \u00fchtlasi vastu otsused ehitusmaterjalide hankimise ja ehituskorralduse osas, eesm\u00e4rgiga tagada projekti t\u00f5hus elluviimine. K\u00e4esoleval aastal toimuvate hangete nimekirja leiab Rail Baltica kodulehelt:\u00a0 <a href=\"https:\/\/www.railbaltica.org\/\">www.railbaltica.org<\/a>.<\/p>\n<p>2019. aastal on RB Rail AS eesm\u00e4rkideks s\u00fcvendada koost\u00f6\u00f6d Soome ja Poolaga, tagada projekti j\u00e4tkusuutlik rahastamine alates 2023. aastast ja v\u00f5imaldada kohaliku infrastruktuuri arendamist Baltikumis. <\/p>\n<p><strong>Eesti<\/strong><\/p>\n<p>2018. aastal liikus Rail Baltica areng Eestis plaanip\u00e4raselt edasi. L\u00f5pule viidi ruumiline planeerimine ning paika sai ka trass. Eelmisel aastal l\u00f5ppenud esialgne projekteerimisfaas on andnud detailsema \u00fclevaate esialgsetest tehnilistest lahendustest ning ka plaanitavatest umbkaudsetest kulutustest enne detailsesse tehnilisse projekteerimise faasi sisenemist.<\/p>\n<p>2019. aastal algavad esimesed Rail Baltica p\u00f5hiliini ehitust\u00f6\u00f6d Eestis. Esimeseks objektiks saab \u00fcles\u00f5idu ehitamine Tallinnas. Teised olulised objektid, nende hulgas reisijateterminal \u00dclemistes ning P\u00e4rnus ja Muuga kaubasadam, liiguvad edasi projekteerimisfaasi.<\/p>\n<p><strong>L\u00e4ti<\/strong><\/p>\n<p>L\u00e4tis s\u00f5lmis Rail Baltica projekti elluviiv kohalik organisatsioon SIA \u201cEiropas Dzelzce\u013ca l\u012bnijas\u201d esimese raudtee projekteerimislepingu. See puudutab Rail Baltica jaama ehitamist Riia lennujaama juurde ning umbes 4 km peatrassi loomist. Riia lennujaama projekteerimisjoonised on heaks kiidetud ning 18. jaanuaril 2019 v\u00e4ljastati ka ehitusload, mis lubavad edasi minna projekteerimisfaasi l\u00f5petamisega ning alustada ehitushangetega.<\/p>\n<p>Rail Baltica raudtee \u00fchendamiseks Riia kesklinnaga plaanitakse alustada projekteerimisega L\u0101\u010dpl\u0113\u0161a t\u00e4navast Jelgavas t\u00e4navani. Projekteerimine h\u00f5lmab endas Rail Baltica trassi rajamist, olemasoleva 1520mm raudtee \u00fcmberehitust, platvormide ehitust, pinnaset\u00f6id ning Daugava j\u00f5ele uue silla ehitamist. Riia Keskraudteejaama hange on j\u00f5udnud pakkumuste hindamise faasi. Projekteerija peamine \u00fclesanne pole mitte ainult k\u00f5ige efektiivsema ja j\u00e4tkusuutlikuma tehnilise lahenduse v\u00e4lja pakkumine, vaid ka tihedas koost\u00f6\u00f6s Riia Linnavalitsuse, ekspertide ning teiste taristuomanikega j\u00e4tkuva transpordi ja inimeste turvalise liikuvuse tagamine ehitusfaasis.<\/p>\n<p>2018. aastal viidi L\u00e4tis l\u00e4bi ka ulatuslik kultuurilise ja ajaloolise p\u00e4randi uuring kogu 265 kilomeetrise trassi ulatuses. Uuring kinnitas, et trassi asukoht ei ohusta \u00fchtegi kultuurilist ega ajaloolist p\u00e4randit. Arheoloogid, geodeedid ning ajaloolased t\u00f6\u00f6tasid selle nimel et tuvastada 126 potentsiaalset kultuuriliselt v\u00f5i ajalooliselt olulist asukohta v\u00f5i objekti. Pinnase sondeerimist tehti enam kui 5500-s kohas ning veealuseid uuringuid tehti viies j\u00f5es. Lisaks tehti ajalooliste objektide 3D skaneerimist ning m\u00f5\u00f5tmist.<\/p>\n<p><strong>Leedu<\/strong><\/p>\n<p>2018. aastal leiti erinevate partnerite ja ELi institutsioonide vahel konsensus Kaunase l\u00f5igule topelttrassi ehitamiseks. Kaunase l\u00f5ik on Rail Baltica t\u00f6\u00f6plaani kohaselt v\u00f5tmet\u00e4htsusega osa Rail Baltica trassist, tagades nii 1435mm kui 1520mm r\u00f6\u00f6pmelaiusega trassi \u00fchilduvuse.<\/p>\n<p>Poola-Leedu piir \u2013 2018. aastal viidi l\u00e4bi Kaunase l\u00f5igu teostatavuse. Uuringus leiti, et osa Kaunase l\u00f5igu tehnilistest parameetritest uuendatakse, et see vastaks Rail Baltica rahvusvahelise projekti disaini suunistele.
