Rail Baltica Ülemiste joint terminal design procurement won by Zaha Hadid Architects and private company Esplan

This morning, a second round of negotiations ended for the design of the RB Ülemiste joint terminal. As a result of the architectural design contest and the negotiations, the joint venture of Zaha Hadid Architects and Esplan, Light Stream, was successful.

 

According to Marko Kivila, a member of the board of Rail Baltic Estonia OÜ, a good solution was chosen to determine the best work. “We have reached a major milestone in the design phase of the Ülemiste terminal,” said Kivila. “Our chosen path in the form of an architectural competition and the subsequent negotiated procedure has justified itself.”

 

According to Kivila, all three ideas which were negotiated carried a high level of architecture and function and were also feasible in terms of the task set by the design contest. “The arguments concerning the extinction of one job or another are absolutely inadequate,” Kivila added, “as the successful tender was selected on an objective basis in combination with the points of the jury and the tender submitted by the tenderer. The vendor-biased jury set the points on 1 October and the bidders' latest quotes were received this morning.”

 

The tenderers were also able to negotiate successfully with regard to the design cost of the RB Ülemiste terminal and achieve a significantly more favourable price point compared to the initial offers. The selection of the successful tender considered the points given by the architectural competition jury (40% share) and the quote submitted (60% share).

Taking into account the points awarded by the architectural competition jury, the tender submitted by Zaha Hadid Architects and Esplan for the Light Stream design competition was successful.

In order to find the most suitable architectural solution for the Rail Baltica common terminal to be built for the Ülemiste, Rail Baltic Estonia announced in May this year an international design contest which ended on 3 September and announced the winners on 6 November.

 

Until the end of this year, everyone will be able to explore the competition entries at the Tallinn Airport Gallery.
